適合宣言書
(Declaration of Conformity; DoC)

EU 域内で機器を流通させ、あるいは使用に供するためには、該当する欧州閣僚理事会指令の要求への適合が必要となる。ニューアプローチ体制のもとにおいては、指令への適合性を示す手段として、製造業者かその代理人による適合性の宣言が広範に導入されている。

EC 適合宣言書 (Declaration of Conformity; DoC) は、その機器が該当する指令の全ての要求 (特に必須要求) に適合する旨の、製造業者、もしくは EU 域内の指名された代理人による文書による宣言である。

多くの場合、製造業者かその代理人は、EU 域内への製品の出荷に先立って、

該当する指令で規定されている適合性評価手続きに従ってその要求への適合性の証明を行なう。
適合宣言書を作成し、署名する。
機器 (もしくはその包装や取扱説明書) に CE マーキングを付ける。

適合宣言書に記載すべき内容はそれぞれの指令で規定されるが、一般に、

製造業者、もしくはその代理人の名前、及び住所
適合宣言の対象となる機器を同定する情報
該当する指令
適合性の宣言の根拠 (例えば、適用した整合規格)
宣言の日付
責任を持つ個人による署名、及びその署名者を同定する情報

といった情報が含まれるであろう。指令で適合宣言書の具体的な書式が規定されていない場合 (大抵の指令では規定されていない) には、適当な書式で、指令で要求された事項を明瞭に記載すれば良い。

適合宣言書はその署名者が自らの責任のもとに適合性を宣言するものであり、従って違反があった場合にはその個人が処罰 (国によっては、悪質な違反に対してはその個人の投獄も含むかも知れない) の対象となり得る。

多くの場合、作成した適合宣言書は単に保管しておくことが要求されているだけであるが、そのコピーを取扱説明書などに含めている製造業者も多いようである。しかし、これとは異なった扱い (例えば、適合宣言書を製品に添付してそのコピーを保管する、といった) が要求される可能性もあるので、実際の扱いについては該当する指令を確認する必要がある。
